Instructions
  1. Heat the oil in a heavy pot large enough to hold the lamb shanks over moderate heat and brown the lamb shanks on all sides.
  2. Transfer the shanks to a plate and set aside.
  3. Add the carrots, celery, onion, and garlic and cook until lightly browned, about 10 minutes.
  4. Add the remaining ingredients and return the lamb shanks to the pot.
  5. Reduce the heat to low and simmer tightly covered until the lamb is tender and falling off the bone, 2 to 3 hours, adding water or additional wine if necessary.
